The forest preservation determines largely the moral, economic and ecological situation in the country. Authors propose the idea of the forest not being the timber storage, but specific kind of the state property. This property aside from the resource consumption value has the great ecological and social significance as the environment for Russian peoples. Taking wildfires as an example the inefficiency of forest legislation in Russian Federation is shown. The specific legislative and administrative solutions are proposed.
